Victorian government announces 15 new schools set to open in state's growth areas

Areas such as Point Cook, Geelong and Torquay are set to benefit from a new Victorian Government initiative, which promises to deliver 15 new schools to the state’s largest residential growth areas between 2017 and 2018.

The New Schools Private Partnership Project, has been labelled as ‘the largest ever new school building project for the estate’ and is set to invest around $291million to deliver schools in Melbourne’s booming suburbs by 2018.

New schools in 2017:

• Point Cook South (Prep - Year 9)

• Casey Central East Primary

• Cranbourne South West Primary

• Heather Grove Primary

• Epping North Primary

• Mernda Central (Prep - Year 12)

• Mernda South Primary

• Pakenham South West Primary

New schools in 2018:

• Armstrong Creek Education Precinct (including special school)

• Bannockburn (Prep - Year 12)

• North Geelong Special Developmental School

• Torquay North Primary School

The Victorian Government has pledged that under the PPP model, the schools will be financed, designed, built and maintained by the private sector for 25 years, with Premier Daniel adding that ‘more than 14,000 students will benefit from the investment.’

Construction of the first group of schools is scheduled for commencement by the end of the year.


With its proximity to the CBD and other employment hubs, Paragon at Point Cook enables residents to have greater flexibility in their working life.

The employment opportunities in the region will be further enhanced by the development of the East Werribee employment precinct.

More growth ahead in residential

As reported on the Property Council of Australia’s website this week, the housing market is set to take off in the next 18 months, with Melbourne house prices expected to rise 9 per cent in 2014, a new report from research consultancy Macromonitor finds.

The price growth is expected to continue into the first half of 2015, too, with an anticipated 3 per cent increase in prices across the capital cities.

The report also states that nationally dwelling commencements will peak next year at about 180,000 – their highest level since 1994. In January, building approvals reached 17,514, which was the biggest monthly gain in 12 years.

The increase in national house prices is being driven by several factors, including population growth, strong local and foreign investor appetite and good conditions for owner-occupiers, such as low mortgage rates.

A new shopping and entertainment precinct is on its way!

Following significant population growth within Victoria’s western corridor, Werribee Plaza Shopping Centre will undergo a $370 million dollar redevelopment also adopting the new name ‘Pacific Werribee’, in a bid to reposition the plaza as the new premier retail destination for the Western suburbs.

Expanding by more than 35,000 square metres to include precincts for fashion, food, dining and entertainment, the development will introduce a two-level Myer store, Target store, 120 new shops and kiosks, a new fresh food precinct branded ‘Hunter & Gatherer’ that will include a Woolworths and an ALDI, a Village Cinemas redevelopment with two new Gold Class Cinemas and 1,500 additional car parking spaces.

The redevelopment will also include a new 10-bus terminal interchange and an outdoor dining precinct to include specialty cafes and alfresco restaurants.

With construction already underway, key completion dates are anticipated to span over the next two years, to include the opening of the bus terminal early this year, early 2015 opening of the dining and entertainment precinct, mid-2015 opening of Target and specialty stores and mid 2016 opening of Myer and additional specialty stores concluding with the late 2016 opening of the food precinct.

Saltwater Reserve Official Opening

Paragon's neighbour, Saltwater Reserve, is officially celebrating its opening on Sunday, 6th October 2013!

Join the FREE fun and festivities, hosted by Wyndham City Council.

Date: Sunday, 6 October 2013
Time: 11am to 3pm
Location: Saltwater Reserve, Saltwater Promenade, Point Cook (next to Paragon)

Official formalities will commence at 11am followed by a Family Fun Day from 11.30am until 3pm.

    The day will include:
  • Demonstrations, clinics and activities from local football, soccer, basketball and cricket clubs
  • Footy Victoria, Tennis Victoria and Cricket Victoria clinics and activities
  • Dog obedience displays
  • Face painting
  • Inflatable fun area including jumping castle, giant slide and sticky wall
  • Variety of on-site food vendors

The Bus Has Arrived

Bus route 497 is in full service, connecting Paragon residents to Sanctuary Lakes Shopping Centre and Williams Landing train station.

This new bus route will provide more frequent and direct services to connect with trains, with buses running till approximately 9pm seven days a week.

The route commences at Saltwater Coast and travels along Saltwater Promenade and Point Cook Road, stopping at Sanctuary Lakes Shopping Centre, turning left at Dunnings Road and right Palmers Road, ending at the Williams Landing Railway Station bus terminal.

10,000 reasons to build a new home

Great news for first time home buyers – from 1 July 2013, the state government’s First Home Owner Grant has been increased to $10,000 for newly constructed homes, along with a 40 per cent stamp duty concession.

To take advantage of the grant, eligible first home buyers could buy a block of land in a new residential community such as Circa and build a brand new home; or buy a house and land package or terrace home either off-the-plan or newly constructed being sold for the first time.

Public Transport Update

Public Transport Minister Terry Mulder announced the new Williams Landing station would open on April 28, and that five new bus routes would service the station, including extending routes to Point Cook South and Saltwater Promenade for Paragon residents.

    The new station will feature:
  • an island platform accessible by stairs, lifts and ramps
  • a new bus terminal and a taxi rank
  • a car park with 500 spaces, and drop-off zones
  • a pedestrian footbridge across the Princes Freeway
  • a secure Parkiteer bicycle cage for cyclists
  • an air-conditioned waiting area and toilets.

Trains will stop at Williams Landing trains every 10-12 minutes during peak times, and every 20 minutes during the off-peak.

Sneydes Rd Interchange

In November last year, Planning Minister Matthew Guy announced plans for the construction of a freeway interchange at Sneydes Road, as part of the Werribee East employment precinct development.

Design works for the $40m interchange are under way with VicRaods and construction is expected to start in 2014.

“Its completion will immediately improve traffic flow in and around Point Cook by providing greater access to and across the M1 Freeway and Princes Freeway”, Mr Guy said.

VicRoads will deliver the Sneydes Road Interchange on behalf of the Growth Areas Authority.

Stage one homes are under construction!

Homes under construction in stage one An exciting and important milestone was reached in Dec 2012, with stage one lots being titled. Stage one purchasers have wasted no time with getting the construction of their new home underway.

Saltwater Reserve taking shape!

The Saltwater reserve Sports Complex adjacent to Paragon is really taking shape with pavilions built and ovals grassed. Once completed, the sports complex will be one of the largest sporting facilities in Wyndham. Located right next to Paragon at Point Cook, it is set for completion by April this year!

One of the biggest sporting facilities in the area there will be three new AFL/Cricket ovals, 8 tennis courts and 3 soccer fields as well as Australia’s first synthetic AFL oval.

Local sporting clubs will be quick to put the new reserve to use, with the Point Cook Football Club calling Saltwater Reserve home once complete. Not only a home for future sporting champions, with direct access from Paragon at Point Cook, Saltwater Reserve will be great for your family's lifestyle. Go for walks around the reserve, the kids can run around - even take the dog!

The new recreation facilities will be a fantastic venue for both recreation and lifestyle for your growing family.

The landscaping team are very busy building the brand new Paragon Park. Works have been underway for a couple of weeks now and it's exciting to see this start to take shape.

Train Station update

Williams Landing train station

Construction work on the Williams Landing train station project is progressing well with the internal fitout of the station building under way.

Palmers Road has been extended over the rail line and the road is being widened to accommodate two extra lanes. A shared bicycle and pedestrian path will provide direct access from Point Cook to the new station.

Great News for Home Buyers

This month the Reserve Bank of Australia announced it has cut its interest rate by 0.25% to 3.25%, the lowest cash rate since October 2009.

In addition to this rate cut, recent research by RP Data/Rismark indicates a recovery of the housing market, with property values in Melbourne increasing 1.4% for the month of September and 3% over the last quarter. This marks the biggest month-on-month increase since March 2010, and the fourth consecutive month-on-month rise.
